Windows 10 now has 500 million monthly active users. As of 2016, MS Paint has still more than 100 million active users. It means that around 25% of the Windows 10 users still use Paint.

So Paint won’t be a pre-installed application going forward. You have to install the app from Windows store and unlike the older version, Paint 3D might be complex for the users. Even though Microsoft said that it has integrated most of the older paint functions to the new app as well. Since the app is not the core part of Windows, it might be difficult for employees who use paint in their office. They might not have administrative privileges because of which they wont be able to use the app.
